New Cash Payment Rules Set to Affect Service Stations From January

From the start of next year, many service stations across Australia will be required to continue accepting cash payments under new federal rules aimed at protecting access to essential goods.

What the New Rules Mean for Service Stations

From 1 January, fuel retailers that fall within the scope of the new policy must allow customers to pay with cash for in person purchases of fuel and other essential items. The rule applies to transactions of up to $500 and during standard trading hours, between 7:00 a.m. and 9:00 p.m.

The government says the change is designed to ensure customers who rely on cash, particularly older Australians and those in regional areas, can still buy fuel without needing digital payment options.

Who Is Required to Comply

Larger fuel retailers and branded service station networks will be covered by the mandate. Smaller independent operators with annual turnover below $10 million are generally exempt, unless they operate under a shared brand or trademark linked to a larger group.

This means some independently owned sites may still be required to accept cash depending on their branding and structure, even if their turnover is relatively small.

Why the Change Is Being Introduced

The policy was developed following a public consultation process that attracted thousands of submissions. Feedback highlighted concerns that moving too quickly toward cash free payments could disadvantage certain customers, particularly when purchasing everyday essentials like fuel.

The government’s view is that fuel is a critical service and access should not depend on whether a customer has a card or digital wallet available.

What Service Station Owners Should Do

Service station operators should review whether their business falls within the scope of the mandate and ensure cash handling processes remain in place where required. Clear signage, staff training, and secure cash management will be important to stay compliant once the rules come into effect.

While the policy does not apply to every site, it reinforces the ongoing role cash still plays in fuel retail, especially in regional and high traffic locations.
